Are the cargo pockets sewn shut or actually usable?
Fully functional. Both side pockets open with a button flap and are deep enough to hold a phone, keys, or a small wallet.
Will the elastic waistband show under a tucked-in top?
The elastic sits at the back only, so the front looks clean and flat. You can tuck a tee in without any bulk showing.
